Cooper needs out of the shelter

Cooper is a 3-year-old Shih Tzu mix who doesn't understand how he ended up in a shelter in southwest Virginia. This sweet dog was living with his owner until the owner surrendered him to one of our partner shelters. Now, he's stuck in a busy, noisy shelter, wondering what happened to his home. This shelter tends to get more owner surrenders than adoptions, so we know we need to get Cooper out and bring him to northern Virginia, where he will quickly be adopted and get back to living in a home. But we need your help to make Cooper's dreams come true.
