Since 1987, COH uses a bottom-up organizing model to empower homeless and low-income folks to be their own advocates for change. Strategies we use include: community organizing, outreach, public education, and leadership development.

Our campaigns help homeless and low-income people in their struggles for: direct access to power, public space without criminalization, and permanent housing opportunities.

  • COH created the "Street Sheet" the oldest continuously published street newspaper in the country with over 240 self employed vendors that can earn up to $75 per day
  • Every year we hold "Free School" an 8-week leadership training that educates over 40 community members and volunteers on community organizing, public speaking, and the civic process 
  • This year, our city-wide budget campaign helped secure over $3.5 M for 1,000 households to either exit homelessness or maintain their housing
