COAP’S MISSION

 To provide sustainable, affordable, safe, energy efficient, and dry housing with moderate, low, and very low income Harlan, Bell, and Leslie County families and individuals. 

 COAP’S HISTORY

COAP was conceived in 1977 as a grass roots inter-denominational relief effort in response to a devastating flood, which caused great destruction of homes in Harlan County.  In 1980, a Mennonite volunteer, Marlin Yoder, helped to form Christian Family Housing Services to help actualize the dream of helping low-income families with their housing needs.  In March of 1993, COAP was formed as an independent non-profit corporation, which further developed and replaced the work of Christian Family Housing Services in January of 1984.

COAP’S VOLUNTEER PROGRAM

COAP will host 760 volunteers this year, 2013, in week-long work camp program.  The volunteers come to Harlan to offer their labor, financial resources, enthusiasm, and to live out their convictions.  Volunteers lower the cost of our housing and help provide a match for other sources of funding.  In addition, volunteers are able to witness the natural beauty of the mountains and warmth of the people who call Harlan their home.

COAP’S HOUSING COUNSELING

COAP’s Housing Counselor meets with our customers to provide information and advice concerning budgeting, homeownership, maintenance, and the COAP application process.
