The Community Foundation for the Twin Tiers (CFTT) is dedicated to strengthening and sustaining our region by building philanthropic resources that support local communities today and for generations to come. Serving Bradford, Potter, Sullivan, and Tioga Counties in Pennsylvania, as well as Tioga County, New York, CFTT is a 501(c)(3) nonprofit organization committed to fostering charitable giving and impactful grantmaking.
Since our founding in 2003, we have established and managed over 160 permanent endowment funds valued at $14.5 million. Through the generosity of individuals, corporations, foundations, and other organizations, we have awarded more than $2.3 million in grants and scholarships, directly benefiting countless lives across our five-county service area.
Our mission is to connect donors with meaningful opportunities to support causes they care about while addressing critical community needs. Donors can establish funds or recommend grants to charitable organizations, ensuring their contributions create lasting change. As the foundation’s assets grow, so does our ability to make a difference, providing resources for education, health, social services, and other vital community initiatives.

CFTT FUND HIGHLIGHTS
The Benjamin Franklin Trust Fund
~ Ben Believed in the Future—And He Believed in Us. ~
Benjamin Franklin’s legacy lives on through the Benjamin Franklin Trust Fund,
a lasting testament to his belief in service, innovation, and community. In his
will, Franklin left 1,000 pounds to the Commonwealth of Pennsylvania and the
City of Philadelphia, with the stipulation that it not be used for 200 years.
By 1991, the fund had grown to over $2 million.
In 2007, The Community Foundation for the Twin Tiers
(CFTT) received a portion of this fund, entrusted by the state to help
support local communities. Today, the Benjamin Franklin Trust Fund at CFTT
continues to honor Franklin’s vision by investing in projects that strengthen
and uplift our region.
As Franklin once said:
“When you are good to others, you are best to yourself.”
Thanks to his foresight, we are still building a better
future—right here in our own communities.
Writing the Future for the Little Library in
Troy
Susan
Storch’s love for libraries began in the most storybook of settings, Franklin,
Massachusetts, home to the first public library in America and named after
Benjamin Franklin himself. It was there, as a young girl, that Susan discovered
the quiet magic of books and the sense of belonging that libraries provide.
Years later, that same love followed her to Troy, Pennsylvania, where she
raised a family with her husband Bob and devoted over 30 years to the Allen F.
Pierce Free Library as a board member and passionate advocate. Wanting to
ensure the library could thrive for future generations, the Storchs established
a designated fund through the Community Foundation for the Twin Tiers in 2014.
Their initial $20,000 investment has nearly doubled, allowing the library to
purchase new books, supplies, and technology while easing financial stress. The
impact of that fund isn’t just seen in the shelves, it’s felt in the
after-school hum of kids gathering, in book club conversations, and in the
continued spark of imagination the library ignites. For Susan and Bob, the fund
is a promise: that long after they are gone, the doors of their little library
will stay open, welcoming every curious reader who walks through.

always been thriving, but
financially it’s been tough. We
had to watch every penny we
spent and limit the books we
