ETCIL's mission is to help people with disabilities achieve greater independence, self-sufficiency and full participation in their communities.

The East Texas Center for Independent Living (ETCIL) is a non-profit organization that receives federal funding to support several of its programs. Recent cuts to funding and programs has placed considerable pressure on ETCIL to provide a larger array of services, especially in rural areas. ETCIL provides services for individuals with disabilities, their family and caregivers at little to no cost. These services enable individuals with all types of disabilities to enhance their sense of self and improve their quality of living. ETCIL's primarily serves the following counties: Smith, Rains, Van Zandt, Camp, Rusk, Harrison, Upshur, Wood, Henderson, Cherokee, Gregg, Marion, and Panola. ETCIL provides limited services to the counties of Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River and Titus.
