The Esparto Regional Library was built in 1999 after a decade of community fund-raising initiated by the Friends of the Esparto Library (FERL), formed in 1991. The library is located in a rural region with limited resources. The Esparto Regional Library serves a diverse population and area. The unincorporated town of Esparto and the surrounding area is over 60% Hispanic and has a population of approximately 5,000. The library is a shared library with the Esparto Unified School District, which in the area is the largest in Yolo County.

The Library also serves as a hub for many community activities such as bilingual story hour, adult computer classes, arts, and crafts for children, English as Second Language classes, polling place, town hall meetings, and WIC distribution. Thanks to a grant from the Yocha Dehe Nation there are 31 Chromebook computers in the Wintun room for use by all library patrons. Additionally, the Library also provides a public meeting room for local boards. organizations and committees.
