Founded in 1994, Hagar provides innovative educational programs and learning opportunities for individuals, students and families to respond to emerging social issues affecting our communities.

Hagar's programs emphasize the importance of civic engagement as a means to create a positive impact on the community. We prepare and empower new and emerging leaders to discover pathways to make positive changes within their community, the public, private and volunteer sectors. 

Our flagship program, the Initiative for Leadership Engagement and Development, also known as ILEAD, is a “call to action” in response to the need for increased voter turnout, better qualified candidates for elected office, greater resident civic participation, greater community knowledge of how local government works, greater civic pride, and increased opportunities for local communities to engage and work side by side with local government branches.
