LaCOR consists of multiple community-wide entities, both public and private, working collectively to identify available resources, plan, and execute programs centered on the development of justice-involved persons. LaCOR's vision is to empower justice-involved persons to become self-sufficient, law-abiding, and productive members of society. By providing essential resources, we allow adjudicated persons to share a common goal with society, which is to succeed and reduce recidivism.
LaCOR provides purposeful and meaningful wrap-around services for formerly incarcerated persons. Our priority of services is geared toward Rebuilding Lives through access to resources and services. Our programming includes specialized modalities focusing on veterans, HIV/AIDS impacted, mentally disadvantaged, women, LGBTQ, and the youth who have been indirectly and directly impacted by the criminal justice system.
Recovery-Oriented Systems of Care (ROSC) Pilot Program
The Recovery Oriented Systems of Care (ROSC) Pilot program is the first program offering direct services to clients affiliated with LaCOR. The ROSC framework contains coordinated multidimensional services and support designed to self-directed and empowers individuals to develop and remain productive citizens. The ROSC modality is person-centered. Everyone will receive direct care and wrap-around services readily available to help with adjustments for reintegration based on an assessment of risks and needs as he/she deems necessary for recovery. The system builds upon the strengths and resilience of individuals, families, and communities through a system of accountability. ROSC is designed to reclaim responsibility for one's action and direct attention needed for sustaining health, wellness, and recovery from substance use disorders, and improved quality of life.

"While maintaining my innocence on a sexual conduct charge and admitting involvement in a burglary charge, I feared the world had given up on me after serving a total of 36 years in prison over the span of my life. In the length of my incarceration, I lost several family members including parents and siblings leaving my only living relative to be his niece. In May 2019, I attended and enrolled in the JRI program at PPDC. Due to my charges, I was assigned to, Louisiana Council of Resources (LaCOR) for Case Management Services. On May 27, 2019, with tears in his eyes, I pleaded with my Case Manager for an opportunity to enroll in LaCOR ROSC Housing without any financial support.
On August 26, 2019, I was released from prison with a determination never to return. Unclear on how I would be able to pay my housing fees, I moved into ROSC Housing with just a promise to pay. No longer willing to be a victim to my circumstances I hit the ground running. In under a month with the assistance of my Case Manager I, obtained an id, applied, and approved for SS benefits, opened a bank account, applied to over ten different jobs, obtained employment McAllister, applied, and approved for SNAP benefits, and purchased a bike.
Now optimistic about my future the only thing that was weighing in on me was my registration fees. My Case Manager and I visited Jefferson Parish Sheriff's Office to try to get more time to pay. Unable to grant my request the deputy advised me to just pay the advocate fee now while working to get the rest of the money. The deputy was so impressed with the progress that was being made in such a short time, so he offered to help him in any way possible. In less than a week after that visit, I was notified by Louisiana State Police that he no longer had to register as a Sex Offender. Without having the financial obligation to the Sheriff's Office I was able to save enough money to purchase a vehicle, and pay LaCOR, all while maintaining savings...
