Midwest Environmental Advocates was founded in 1999 by Melissa Scanlan, an enterprising young law student, who knew that the elimination of the Public Intervenor's office in Wisconsin's state government would be an injustice to the protection of the public's rights to clean air and water.

Since then, Midwest Environmental Advocates has been a law center that supports citizens who lead efforts to work through the courts protect their natural resources from damage caused by unsustainable farming practices, industrial pollution, and extractive industries like mining.
