OWCAP elevates individuals, families, and communities of Weber County by improving self-sufficiency through services and collaboration.

To accomplish this, we have:

Head Start Preschool and Early Head Start which provides services at no cost to families and their children including:

  • Individualized research-based early childhood education.
  • Programs that promote child development and school readiness.
  • Nutrition support including two USDA meals per school day.
  • Holistic approach that includes family support tailored to their unique needs and on-going case management.
  • We also provide services which include Disability, Mental Health, and comprehensive Health screenings.
  • We provide services and activities to increase father engagement. 
  • Relationship and parenting classes.

Community Support services to meet immediate needs and guides families towards self-sufficiency by:

  • Employment services including job searching, constructing a resume, and scholarships for necessary employment equipment.
  • Volunteer Income Tax Assistance (VITA) services which provides free tax preparation for eligible families.
  • Landlord/Tenant Mediation Services to bridge communication between landlords and tenants to avoid eviction.
  • Circles Weber County is a movement to create a community to end poverty by engaging families, increasing their social capital, and setting and achieving long-term goals through weekly meetings.

Communities that Care is a framework that strengthens schools in Roy, Utah with a coalition of volunteers to teach, advise, and give tools to prevent suicide, substance abuse, and increase family bonding and positive relationships.

Adult Education, in partnership with Weber School District, provides opportunities to complete:

  • ESL
  • GED
  • High School Diploma

Community Christmas

Community Christmas is a benefit event in December each year, supporting approximately 2,000 children in the Weber/Davis County areas. The event includes a Christmas carnival area with activity booths for the children. There is also a shopping area where parents can select new and used toys, clothes, shoes, and baby items for each of their children. As they leave, participants also receive grocery and household items, all for FREE (COVID-19 has impacted the carnival portion of this event, but it may come back in the future!).

Community Christmas is a program run by volunteers, and staffed solely by volunteers –  all of the funds raised for the event can go straight to the families and making the event a success.
