O.I. is a 100% all volunteer 501(c)3 organization. The cornerstone of the O.I. Civilian-to-Military Delivery System® is the Civilian Ration® (called C-Rat®). Designed for delivery to the frontlines, C-Rats® are individual quart-sized bags that contain a personal note from a caring civilian at home and a few treats such as snacks, games and personal care products. The most important part of the C-Rat® is the letter from a person who has never met that Soldier, Sailor, Marine or Airman, but takes the time to write his or her expressions of care and appreciation.

O.I. volunteers, in 11 distribution centers across the country, work with schools, churches, synagogues, civic groups and corporations in their communities to create and fill the C-Rats® through donations of items. (O.I. almost never buys the products that fill the C-Rats®.) Volunteers pack and ship 25 C-Rats® per United States Postal Service Large Flat Rate Box. Almost every item is donated and postage expenses are covered through fundraisers held throughout the year. In the event a donated item can’t be sent overseas, O.I. distributes them to veteran organizations in the United States, such as VFWs and American Legions. Nothing goes to waste.
