PCR is a private, nonsectarian 501(c)(3) nonprofit organization serving Montgomery County teens and adults with developmental differences and their families.  Founded in 1994 by a small group of parents who were having difficulty finding resources and quality programs for their teenage and adult sons and daughters with developmental disabilities, PCR now serves hundreds of individuals and families throughout Montgomery County by providing over 30 innovative, award-winning programs and services.  Our operational efficiency and good governance have led the Catalogue for Philanthropy to recognize PCR as one of the best small charities in the Washington metropolitan area.  Fully 86% of every dollar that PCR receives is utilized directly for our programs.

PCR’s wide array of innovative therapeutic, social, recreational, and respite care programs were all created in direct response to expressed needs of our members with developmental disabilities.  Our programs are therapeutic in nature.  Programs are led by experienced occupational, speech, music, and art therapists, exercise physiologists, and clinical social workers.  PCR program leaders, assisted by our well-trained staff and dedicated volunteers, work to make sure each PCR member experiences success. We are the proud recipients of The Arc of Montgomery County Community Service Award, and the County Executive of Montgomery County Certificate of Recognition and Appreciation, and the Maryland Recreation and Parks Association Innovative Program Award.

Residential Opportunities Affinity Group.

PCR’s many programs, in addition to providing our members with important therapeutic interventions, also provide them with much needed social/educational opportunities.  Like all of us, persons with disabilities need personal growth opportunities that develop new skills, encourage socialization, and prevent isolation and depression.  Unfortunately, individuals with developmental disabilities have few places to turn.  PCR provides participants with recreational and social activities in a safe environment, with trained staff support.

PCR Respite Care Programs

We are especially proud of our Tricia Sullivan Respite Care I Program, which was the recipient of The Maryland Respite Care Coalition Outstanding Respite Provider Organization Award. This comprehensive program serves teens and adults who have profound disabilities and significant medical needs.

The Tricia Sullivan Respite Care I Program meets two Sundays a month for five hours –providing parents and caregivers with what is often their only break from the strenuous work involved in caring at home for a full-grown adult whose needs are complex. Our innovative and therapeutic respite care program provides nursing services as well as therapies such as occupational and massage therapy, movement, art, and music therapy – all specifically designed for this fragile population. 

Responding to a high level of demand from parents and families, in July 2006 we added the Tricia Sullivan Respite Care II Program.  This program serves members with milder levels of developmental disabilities, offering a range of therapies and recreational activities at a developmentally appropriate level.  This program is offered once each month and provides five hours of high-quality respite care for up to 25 members.

PCR serves all community members. We are nonprofit and nonsectarian and serve, and hire, without regard to race, class, color, national origin, ancestry, religion, age, handicap, or sexual orientation. Although some PCR programs request nominal fees to help defray costs, we never turn anyone away for financial reasons.  PCR offers generous financial aid to members in all our programs.
