In 2012, the historic school building that served as an elementary school for Black children from the 1880s to 1957 was completely restored and opened to the public for tours. Since opening over 3,825 have visited the site. The PLCC does not receive any state or federal funding. The restoration was funded through donations and volunteer services. Likewise, is the operation, management, maintenance and care of the site.

The organization have received some small program grants that have allowed the acquisition of programs and exhibits at the site.  Under the auspices of the National Endowment of Humanities a special traveling exhibit is scheduled to be at the site from May 14 to June 27, 2014.  This exhibit promise to increase more visitors. Increased visitors raise concerns regarding the safety and accessibility of the site.  The rugged terrain of the grounds leading to the facilities presents a challenge for persons whose mobility is compromised by age or disability.  The solution is to have the area leading to the facility paved with a parking pad for persons with disabilities. The cost for this project is estimated at $12,000.  The goal is to raise this amount with in 60 days so that the work will be completed before the exhibit arrives.
