The RTCA was founded in the 1940's to serve the highland Avenue community of Wayne, PA, a low to medium income neighborhood. The RTCA is a presence in the community due to its building, the community center built in 1916. The main services are RTCA's renting of the hall, which has a ccapacity of 125 people for private events like weddings, receptions, birthday parties, anniversaries, repasts after memorial services, and graduations. There is a fee paid to RTCA for these private events. Events that provide a community service, such as, meetings by Radnor Police Dept. or Radnor Parks and Recreation are not charged a fee.  

RTCA also holds events to benefit the community. RTCA has applied to be a polling place in Radnor Township. One board member has started a food pantry to serve the residents of the Apartments on Highland Avenue. RTCA is also planning other public service events such as, Black History, medical screenings, and nutrition education, music, games, and current events.
