SCAA was formed in 1998 by two women who loved animals. They were volunteering at the City Pound in Bonners Ferry, Idaho. Animal control was handled by law enforcement and they were overwhelmed with the amount of unwanted and running-at-large dogs. The City Pound was simply not big enough and they did not have the funding to house all the unclaimed dogs. As many pounds do, they euthanized due to lack of space. Being lifelong animal lovers, it seemed only natural to these two women to assist with animal care and give the dogs and cats of Boundary County a better chance at life. One of the women, at her own expense, built kennels in her large indoor barn and soon was fostering dogs for the City Pound. For years, the organization dreamed of constructing a shelter to house dogs and cats. In September 2009, SCAA purchased the property where the thrift store is located at 6647 Lincoln St. in Bonners Ferry. In addition to owing the thrift store, a shelter could be constructed next door. On July 1, 2010, history was made and our new animal shelter opened. There are nine dogs runs, and three police intake areas for strays found after hours. There are play, socialization and training yards on site. Medical and temperament assessment for all dogs is provided and shelter has three kennels for isolation. Dogs are exercised, trained, socialized and shown to potential adopters by staff. SCAA's long range vision is to become more than an adoption organization, but also a resource and education center for those living in Boundary County. SCAA also has a thrift store which helps to support its mission
