Interrupting Generational Poverty for Nearly 60 Years

Community Action Partnership is Lancaster County’s largest anti-poverty organization and boasts a service profile that interrupts generational poverty with programs that assist families at every age and place in life.

At CAP, we envision a Lancaster County where everyone thrives. We meet families where they are and support them in shaping their own futures. Together, we:

  • Prevent energy shut offs and evictions with Utility Assistance.
  • Support parents, caregivers, and babies through WIC (Women, Infants, and Children) and breastfeeding counseling.
  • Open doors to learning with Thrive to Five early education.
  • Fight hunger through our county-wide food distribution and the Crispus Attucks Food Choice Pantry.
  • Provide safety and hope through Domestic Violence Services.
  • Walk alongside neighbors in urgent need, connecting them to stability resources through RISE, a program offering one-on-one assistance and referrals.
  • Make childcare affordable through the Early Learning Resource Center.
  • Keep older adults active and connected through Senior Centers.

Who We Are

Since 1966, Community Action Partnership of Lancaster County (CAP) has been advancing prosperity throughout Lancaster County by activating community, mobilizing resources, and amplifying partnership to ensure everyone thrives.

Knowing that poverty is complex and its contributing factors vary, CAP is committed to creating innovative, person-centered initiatives, including social enterprise businesses, to augment our many long-standing and successful anti-poverty programs that advance the social and economic mobility of families. CAP is person-centered, outcomes-based, data-driven, and focused on greater sector impact and systems change.

Local community leaders who founded CAP were part of the larger national consensus that held that "poverty was unacceptable, and poverty could and should be eradicated." We carry on this philosophy today in our work to ensure everyone coming to CAP is connected with vital resources that align with their unique needs on their prosperity journey.
