Phase 4 Learning Center, is a Pittsburgh-based 501 (c)(3) statewide non-profit organization founded in 2003 with a twofold mission: (1). To Provide an exception education for at-risk individuals that focuses on their academic, social, behavioral and future needs, enabling them to graduate from high school prepared for a career pathway and (2). To establish partnerships with employers, higher education programs, the U.S. Military and community organizations to meet the needs of employers.

Phase 4 has a clear set of Beliefs: That exploring and experiencing career pathways leads to an individualized decision that results in a strong regional workforce.
• That Phase 4's model connects participants, their families, and the community to resources that enrich their lives and address each person's academic, social, behavioral, and future employment needs;
• That we must offer a safe, caring environment where all can thrive;
• That everyone deserves a level playing field.
Phase 4 offers a safe and caring learning environment focused on the four phases of development: academic, social, behavioral, and future employment and is Pennsylvania's largest private school outside of Philadelphia. Phase 4 provides life-changing programs and services to approximately 1,400 students and their families annually from Southwestern PA to Harrisburg. Since its founding in 2003, the program's graduation rate has been 98% with a matching career pathways plan for each participant.

Testimonials

In 2003, Phase 4 started with five students and that year, graduated 35 seniors. In 2023, Phase 4 served over 1500 individuals in over 20 programs, and had 585 participants eligible for graduation.
