WHO IS EARLY CHILDHOOD COUNCIL INC.?
Oldham County Early Childhood Council Inc, ECC Inc., was established in 2016 as a 501 (c) 3 to support the efforts of Kindergarten Readiness in Oldham County. 32% of children show up to kindergarten NOT READY each year. In 2021 the ECC Inc. secured funding to bring the Dolly Parton’s Imagination Library to Oldham County. Our mission is that children birth to 5 years old possess the foundation that will enable personal and school success. They will live in strong family units that are supported, strengthened, and empowered within their communities. WHAT IS DOLLY PARTON’S IMAGINATION LIBRARY?
Dolly Parton’s Imagination Library is dedicated to inspiring a love of reading by gifting books free of charge to children from birth to age five, through funding shared by Dolly Parton and local community partners. Each book is addressed in the child’s name, is age appropriate and comes with a parent teaching guide for parent child engagement ideas.

EARLY LITERACY = KINDERGARTEN READINESS:
Dolly Parton’s Imagination Library enhances the home literacy environment, promotes early onset of caregiver reading and increases frequency and duration of reading. It increases emerging literacy skills that promote concepts about print, alphabet knowledge, expressive and receptive vocabulary, and phonological memory. These skills are proven to improve kindergarten readiness in cognitive and general knowledge.

 

WHAT’S IN IT FOR OLDHAM COUNTY?

1.    Kindergarten readiness is the #1 predictor of reading at age level by third grade, which is the #1 predictor of successful high school graduation.

2.    Early literacy is the #1 predictor of school success, which is the #1 predictor of life success, work success and local economy.

LOCAL FUNDING:
Kentucky legislation has set aside funds to pay half of every child’s subscription bringing the cost to one book a month at $1.13, an annual subscription $13.50 for 12 books and a five-year subscription for a child from birth to 5 years at $67.50 for 60 books. To date over 15,000 books have been mailed to children birth to 5 in Oldham.

There are over 3320 children aged birth through 5 years old in Oldham County however the ECC Inc has only secured enough funding over the last 3 years to provide 950 subscriptions to Oldham children.

GOAL:
Enroll all children in Oldham County form birth to 5 years old in Dolly Parton’s Imagination Library.

Only 28% of children in Oldham County benefit from Dolly Parton’s Imagination Library, leaving 2,370 children in Oldham without Dolly Parton’s Imagination Library early literacy advantage.
