Headwaters’ mission is to foster educational excellence in Rappahannock County, Virginia, for the benefit of our young people.


More About Us

Headwaters is a 501(c)(3) nonprofit organization that was founded in 1997 by a group of parents, teachers, and community members to provide independent support for Rappahannock County Public Schools and to increase community involvement in education. Headwaters' programs serve children in Rappahannock County Public Schools, aiming to reach those with greatest need.

Our programs include: 

  • After-School Enrichment Program - provides K-7 grade students with enrichment clubs as well as a healthy snack, homework tutoring, and outdoor activity time. 
  • College & Career Access Program - offers financial support to high school students and alums to pursue Dual Enrollment and workforce training courses (High School Plus Program) and scholarships to pursue studies at a 2-year college, 4-year university, and trade school. 
  • Educational Enrichment Grants - supports RCPS teachers as they enhance instruction with creative new teaching methods, cutting-edge technology, and equipment that might not be part of the current school budget.
  • Starfish Mentoring Program - cultivates healthy relationships between mentors and mentees that broadens horizons and unleashes individual potential in the youth we serve. 
  • READ Program - offers support to youth in Kindergarten, 1st grade and 2nd grade to spark excitement about reading, assist with site word identification, and learn about fiction and nonfiction texts. 

Headwaters offers financial support to the following initiatives:

  • Dolly Parton’s Imagination Library- sends books every month to children in ages 0-5 years. 
  • Farm-to-Table Program - which provides education and experiences for youth in sustainable agriculture and environmental/conservation issues. 
  • Summer Chorus Program - now overseen by the Windmore Foundation for the Arts, brings young people from Rappahannock and surrounding counties together for two weeks each summer to learn choral techniques and build stage presence.
