Programs and Services

Head Start/Child Care Services: Provides childcare for infants, toddlers and preschoolers. Children are cared for in a warm, safe and nurturing environment. Teachers work with the children to improve their cognitive, social and physical abilities. In order to be eligible for services, parents must be working or in school. The program is designed to serve children who are at-risk of abuse or neglect. Serves children 6 weeks to 6 years of age.

Pre-Kindergarten: Provides early childhood education for children age 3-4. The Pre-K classrooms provide a foundation for children in learning to help them be better prepared for kindergarten. Serves more than 40 children each year.

Providing A Sure Start: Provides Early Childhood Prevention Services for parents with children birth to five years. PASS is an early intervention/prevention program designed to significantly better prepare children and parents to assist their children in assuring "A Sure Start" and a successful school experience. The program provides Parent Training, Child Development and Life Skills Classes in conjunction with comprehensive Case Coordination to children birth to 3 years of age and their parents. Activities and services are provided in the homes of the parents and at the Center. PASS is a certified Parents as Teachers Program.

Teen REACH: Through prevention-focused activities, Teen REACH programs seek to expand the range of choices and opportunities that enable, empower and encourage youth from ages 6 through 17 to achieve positive growth and development, improve expectations and capacities for future success and avoid and/or reduce risk-taking behavior. Teen REACH programs provide a safe environment with caring adult role models that work with youth to increase academic performance and develop the life skills necessary for future success.

Family Resource Center: Provides administration and coordination of services located in housing projects of the St. Clair County Housing Authority's buildings for year-round programming including tutoring, arts and crafts and Boy Scouts. Funded by the St. Clair County Housing Authority and the United Methodist Church.

Seasoned Circle Café/Meals on Wheels: The Café and Meals on Wheels programs are designed for seniors who want to remain independent in their own home. Breakfast and Lunch are served each weekday at the Café giving the seniors not only a nutritious meal, but also a sense of community and belonging. Meals are delivered several times a week to seniors through the Meals on Wheels program.

Comprehensive Emergency Services: Individual and Family Support Services: provides emergency cash grants or other vendor payments or loans for emergency utility assistance, rental, medical, clothing and shelter assistance to assure that the basic necessities of life are being met for the individuals and families in the community. Many times, during the winter month residents are without gas or electric. Neighborhood House staff work diligently with clients to get their service reinstated.

TANF Job Placement Program: Provide Job Readiness, Job Placement and Job Retention Services for TANF parents. Staff assist clients with resumes and job search. Clients may use agency computer lab to fill out resumes and search for jobs online.

AmeriCorps: Recruits and trains volunteers to provide a broad range of services to youth and families throughout the greater East St. Louis community. Volunteers from the AmeriCorps Program provide Educational Advocacy Services, Tutoring, Computer Technology Training and other support to youth in District 189 and to a broad range of faith-based and public after school programs throughout St. Clair and Madison Counties. AmeriCorps volunteers also operate the Neighborhood House Food Pantry which services more than 3,000 people every month, and provides support services to Homeless Men and Women in the greater East St. Louis community. The volunteers work in more than 30 different sites and serve more than 2,000 children, youth and adults.

Illinois Youth Investment Program: The Illinois Youth Investment Program (IYIP) is a multi-faceted approach to youth employment that invests in the future of Illinois' at-risk transition-age youth (16-24). This approach accounts for the youth's employment barriers and the physical, emotional, social and mental health needs while helping they youth secure and sustain long-term and/or career employment to ensure the greater likelihood of success and self-sufficiency.
