In 1957, the Junior League of Norfolk-Virginia Beach started a small project: a way to connect volunteers with community needs. This grew into the Volunteer Service Bureau, a bridge between those who wanted to help and those who needed it.

Over the years, the organization evolved, becoming the Voluntary Action Center and then the Voluntary Action Council. By 1996, the organization had truly blossomed, becoming VOLUNTEER Hampton Roads (VHR). This wasn't just a name change; it was a firm commitment to being the central hub for volunteerism in the region.

Through it all, the mission remained: to connect businesses and community organizations with volunteers to create a more engaged and resilient region.

Today, VHR acts as the vital connector, linking eager volunteers with crucial community needs. Whether it's students revitalizing local parks or dedicated individuals bolstering food banks, VHR facilitates those essential connections.
