First, The Story of W.E.C.A.N.

At Waterford Economic Community Action Network (W.E.C.A.N.), we believe in the power of community. Our mission is simple but bold: to create a community where families and businesses are empowered to thrive in a small-town setting. We collaborate with local government and organizations to improve access to art & culture, health & wellness, and parks & recreation, while reigniting economic development in the Fort LeBoeuf region.

Our vision is a Fort LeBoeuf community that is safe, healthy, vibrant, and forward-thinking—a place where individuals, families, and small businesses grow together and community spirit thrives.

This year, through Erie Gives, we are asking for your support in continuing one of our most meaningful projects yet: the revitalization of Lake LeBoeuf.

The Spark of Progress

In partnership with local businesses and the Waterford Borough, and after more than a year of planning and collaboration, we proudly installed four new docks at Lake LeBoeuf. On June 21st, we hosted a Dock Dedication Celebration, bringing together families, outdoor enthusiasts, and local nature organizations for a day of education, fun, and community connection.

Since their installation, the docks have been in near-constant use—by fishermen, families, kids, kayakers, and others who simply want to enjoy the beauty of the lake. It has become a new hub for gathering, reflecting the best of what small-town living can be.

Let’s Keep the Momentum Going

While the docks are a major step forward, they are only the beginning. Lake LeBoeuf is one of our community’s greatest natural treasures—and it deserves more.

Our next goal is to develop a professional site plan for the north park area of the lake (where the docks are). This plan will help guide future enhancements such as kayak rentals, a community pavilion, accessible accommodations, and more—based on input from you, our community.

But before we can break ground, we need to hire a consultant to help us create this plan and present it to the Borough. That’s where your support matters most.
