Chester is a Chihuahua mix, full of energy and excitement. Of course, he is only 4 months old--he is still a puppy! Everything is new and fun. But puppies aren't for everyone and Chester proved to be too much for his family to handle. They surrendered him to a shelter in rural Virginia where there are limited options for adoption and a positive outcome doesn't seem likely.
