Leon and Lady have the sweetest faces, and these 9-week-old puppies have already been through too much. They were brought to a shelter in West Virginia for unknown reasons. These chi mix puppies are so small, and the shelter is loud and intimidating. We need to get them into foster homes, where they can rest and grow, and then into loving forever homes.
