Rascal is a petite, black, 2-year-old Chihuahua mix that was surrendered by his owner due to unknown reasons. This seemingly-sweet boy has the biggest puppy eyes and now has found himself in low resource, low foot traffic, crowded West Virginia shelter – which is scary for any dog, but especially a smaller dog that has only ever known one owner and home.
