Victor is a petite, airplane-eared, brown-patched chihuahua / Corgi mix that was surrendered by his owner to a shelter in rural Virginia due to no fault of his own. His owner is moving and unable to take Victor with him. This sweet boy is only one year old and has only ever known life with his owner. He is scared and confused at his current shelter, which is rural, meaning they are often loud, crowded, have low resources, low foot traffic, and lower adoption rates.
